Talabat delivery riders to be registered for state social and health cover
A deal signed on Thursday puts riders working through Talabat's delivery partners on the labour ministry's list of irregular workers, which opens the door to its grants and health support.
Delivery riders who carry orders for Talabat in Egypt are being brought under the labour ministry's protection scheme for irregular workers. A cooperation protocol was signed on Thursday 5 November at the government headquarters in the New Administrative Capital, with Prime Minister Mostafa Madbouly and Labour Minister Hassan Radad attending.
The agreement was signed by the head of the ministry's central department for irregular workers, by Delivery Hero Talabat Egypt, and by several logistics firms. Those firms matter here: Talabat does not employ most riders directly. It contracts delivery service companies, which in turn hire riders on an informal basis to carry goods from shops and restaurants to customers across the country.
Under the protocol, those delivery companies will send the ministry lists of their riders. The ministry will enter them in a separate database within its irregular worker categories, according to Al Borsa and Masrawy, which both reported the signing. Being on that list gives riders access to the ministry's emergency fund for irregular workers and its social and health services.
The cover listed in the reports includes payments in cases of injury or disability caused by an accident on the job, natural disability, the loss of a close relative, major and minor surgery, a one-off marriage grant, and the birth of a first or second child or of twins. The amounts follow the ministry's existing rules for irregular workers; the reports did not give figures.
Delivery work has grown fast in Cairo with app ordering, and riders on the road all day have had little formal protection. The ministry said the step is part of its plan, drawn from the Egypt Forum 2026, to widen the base of irregular workers it supports.
If you ride for a company that delivers Talabat orders, you do not need to apply on your own: your delivery company submits your name. Ask the company whether it is part of the agreement and whether your details have been sent. No start date for the first registrations or payment amounts has been announced yet.
